防災・国土強靱化

危機管理投資として位置づけられる防災・国土強靱化分野の投資は、人命を守るだけでなく災害時にも経済を回すための交通・通信・エネルギーを強靱化し、強い経済を下支えする投資。昨年6月に閣議決定した第1次国土強靱化実施中期計画が補正予算からスタートしており、この取組を基本とする。危機管理面だけでなく成長投資にもつながるよう、デジタル等の新技術を活用した取組や新しい産業としての防災産業の振興を柱に関係省庁と議論しとりまとめる。

防災・国土強靱化分野は危機管理投資として第1次実施中期計画を推進。将来的な担い手不足等の課題に対応しつつ取組を進めるため、災害リスクの予測技術・施工の自動化遠隔化・防災資機材などデジタル等を活用した新技術の活用が不可欠。災害が頻発化・激甚化する中で災害大国日本が強みを持つ防災技術を官民一体で海外展開し海外でも稼げる成長産業につなげる。現場ニーズを製品に反映する仕組み、有望技術の登録認証制度、公共調達による需要喚起、国際標準化に取り組む。

上下水道管路の更新やインフラ老朽化対策などの防災・国土強靱化、交通空白の解消などを中心に経済成長に資するよう取り組むとした。

ロードマップから方向性として、無人化・省力化・データドリブンな社会をつくるインフラ（特に情報通信と計算能力）が日本の成長の最大ポイント、再生可能な資源循環（マテリアルやバイオ）、レジリエンス（国土強靱化）の3つが見えると整理。情報通信立国・資源循環立国・レジリエンス立国という国家像をイメージして戦略をつくるべきとした。

防災・国土強靱化分野では危機管理投資として第1次国土強靱化実施中期計画を推進するとし、将来的な担い手不足に対応するため災害リスクの予測技術、自動施工・遠隔施工、防災資機材といったデジタルや新技術の活用が不可欠とした。防災技術を技術開発・商品化・現場実装のサイクルで好循環を生み防災産業を振興し、官民一体で海外展開を図り海外実証・国際標準化に取り組むとした。
